The Real Madness? Pretending Paper Exams Are Problem-Free

The recent Spectator article, The madness of sitting exams on screens argues that moving exams online is an unnecessary abandonment of a tried-and-tested tradition. It’s an entertaining read. It is also a remarkable exercise in nostalgia.

Those of us who have spent decades delivering high-stakes assessments know that the opposite is often true.."

If we’re going to list the things that can go wrong with digital exams, let’s also remember what can – and regularly does – go wrong with paper.

Exam papers are printed with errors. Entire questions have had to be discounted because of mistakes. Papers have been delivered to the wrong schools. Scripts have gone missing in transit. Parcels have been delayed by weather, strikes and logistics failures. Students’ handwriting can be illegible. Pages can be missed during marking. Marks have been entered incorrectly. Thousands of tonnes of paper are printed, securely transported, stored, collected, scanned, archived and eventually destroyed every year.

None of these are theoretical risks. They’re part of the long history of paper-based assessment. Yet somehow paper is treated as “safe” while every isolated technical incident in digital assessment is presented as evidence that computers simply can’t be trusted.

That’s an odd standard.

Modern computer-based testing isn’t about replacing one set of problems with another. It’s about replacing many long-standing problems with systems that are more secure, more reliable and, crucially, easier to monitor.

A computer doesn’t misread untidy handwriting. It doesn’t lose a script in the post. It doesn’t accidentally omit a page when marking. It doesn’t require fleets of lorries carrying confidential materials around the country.

It creates detailed audit trails. It encrypts responses instantly. It can detect unusual activity. It can automatically save work throughout an examination. When designed properly, it can even continue operating if a network connection drops.

The article also suggests that young people somehow need protecting from typing because writing with a pen is a timeless virtue.

That argument ignores the world students actually live in.

Most professional work today happens on a keyboard. Reports, legal documents, software, engineering specifications, financial analysis, journalism, medical records, research papers and business communications are overwhelmingly created digitally. Employers rarely ask someone to demonstrate their ability to handwrite three pages under timed conditions.

Assessment should measure knowledge, understanding and skill—not handwriting endurance.

This doesn’t mean every assessment belongs on a screen. Practical skills, artistic performance, laboratory work and some forms of mathematical notation may always require different approaches. The point isn’t that digital is always better.

The point is that “we’ve always done it this way” is a poor basis for educational policy.

Perhaps the biggest misconception is that digital assessment simply means taking an existing paper exam and displaying it on a laptop.

That is merely the starting point.

Computer-based assessment opens entirely new possibilities. Interactive simulations can assess problem-solving rather than recall. Adaptive testing can produce more precise measurement in less time. Accessibility features can be built in rather than bolted on afterwards. Rich media, video, audio and data analysis tasks can assess skills that simply cannot be measured on paper.

In other words, digital assessment allows us to assess what matters—not just what happens to fit onto an A4 sheet.

None of this means the transition should be rushed. Infrastructure matters. Security matters. Equity matters. Regulators are right to insist on careful evidence, phased implementation and rigorous testing before expanding digital delivery. That’s exactly the approach being taken.

But dismissing computer-based assessment because computers sometimes fail is rather like rejecting air travel because planes occasionally encounter turbulence while quietly ignoring the millions of successful journeys happening every day.

The question isn’t whether technology is perfect.

It’s whether it can deliver assessments that are more secure, more accessible, more authentic and better aligned with the world learners are entering.

The evidence increasingly suggests that it can.

Perhaps the real madness isn’t sitting exams on screens. It’s insisting that, in an age where almost every meaningful activity in education and employment has gone digital, our assessment system should remain stubbornly analogue.
