eAA to Support Sector Response to Ofqual Consultation on Regulating On-Screen Assessment

The e-Assessment Association (eAA) is supporting its members and the wider assessment community to engage with Ofqual’s consultation on Regulating On-Screen Assessment, launched in December 2025.  

The consultation represents a significant moment for the future regulation of digital assessment in England, with implications for awarding organisations, assessment providers, centres, technology suppliers and regulators. The eAA is working to ensure that practical, real-world experience of designing, delivering and assuring on-screen assessment is clearly represented in the policy discussion.

Contributing to the eAA’s collective response

To support a strong, evidence-informed sector voice, the eAA is inviting members to contribute to a collective responseto the consultation, drawing on real-world delivery experience from across the assessment ecosystem.  

The eAA has launched an anonymous member survey designed to capture practitioner insight on the practical realities of on-screen assessment delivery. Responses will be synthesised to inform the eAA’s formal submission to Ofqual.

The survey focuses on areas such as:

  • delivery models and scale
  • system resilience and fragility under pressure
  • monitoring, assurance and security
  • regulatory expectations versus operational realities
  • priority areas for effective regulation  

Participation is open to all eAA members and is anonymous. Individual responses will not be forwarded verbatim.

Responding directly to Ofqual

Alongside the eAA’s collective activity, organisations and individuals may also wish to submit their own responses directly to Ofqual’s official consultation.

Webinar: Regulating on-screen assessment – what should Ofqual consider?

A central part of the eAA’s engagement with the consultation will be a dedicated member webinar, designed to explore the proposals in detail and examine their practical implications for organisations involved in on-screen assessment.

The webinar will bring together perspectives from across the assessment ecosystem, combining regulatory insight with practitioner and provider experience. It will focus on how the consultation proposals translate into real-world delivery, assurance and operational practice, and where additional clarity or proportionality may be required.

The session will:

  • provide an overview of Ofqual’s consultation, including what is and is not in scope
  • explore key regulatory themes such as validity, comparability, security, accessibility, resilience and contingency planning
  • examine areas where regulatory expectations may interact with operational constraints or delivery models
  • surface emerging themes from the eAA member survey and wider sector discussion
  • give participants the opportunity to contribute views through facilitated discussion and live interaction
     

The webinar will be chaired by Graham Hudson, Chair of the e-Assessment Association, and will include contributions from Ofqual, alongside representatives from across the eAA membership, including awarding organisations, suppliers and practitioners.

Insights from the discussion will directly inform the eAA’s collective response to the consultation and help ensure that practitioner experience is reflected alongside policy intent.

Regulating On-Screen Assessment: What Should Ofqual Consider?

Ofqual has launched a consultation on the future regulation of on-screen assessment. The proposals raise important questions about validity, comparability, security, accessibility, system resilience and contingency planning. This eAA webinar will provide an overview of the consultation, highlight key areas for consideration, and give members the opportunity to discuss the implications from their own perspectives. Insights from the session will help shape the eAA’s formal response to Ofqual. The session is open to all eAA members and will support, but not replace, participation in the eAA’s member consultation survey or Ofqual’s official consultation survey.
